Rough Guide to Children's Books - 0-5 Years by Nicholas Tucker.
This guide examines the best children's books currently available for 0 to 5 year olds. It includes reviews of recommended titles, ranging from picture books for babies through alphabets and nursery rhymes to classic stories for junior readers, with a brief synopsis of each, and an evaluation of its special qualities and educational advantages. The guide is subdivided by age and subject matter.
An excellent guidebook, one I wouldn't be without. It categorises as follows:

Younger Toddlers: 18 months - 2 1/2

Older Toddlers: 2 1/2 - 3 1/2
